Open the "Windows Device Manager". Inside the Windows Device Manager, there will be a section labeled "Ports". Inside this section will be a list of the avaliable comm ports. If you are using a USB to serial adapter, this is a good time to plug it in. With the Windows Device manager open, plug in the USB to serial adapter. The new comm port should appear under the Ports section.
